use the admin command spawn with npc id, not with npc name. because some of the npc/mob have more than 1 npc template and some of the templates dont have hp bar and some have. so for baylor use different npc id which has hp bar (try them all and you will see - 29099 and 29103).

Support for the latest build of L2J Server, get help here, installations, upgrades, problems. Do not post bugs reports here, use the instead. There is no support for other server builds than the official provided by l2jserver.com
